Beneficiary Re-evaluation Process

What is the Beneficiary Re-evaluation Process?

Beneficiary Re-evaluation Process

The Health Insurance Organization (HIO - Organization) acting on the basis of Decisions 21 and 23 on the General Health System (Determination of the procedures for the enrolment and deletion of beneficiaries in the GHS as well as the procedures for the commencement, renewal and termination of the right to health care services in the System) Decisions of 2019, may proceed to the reassessment  of the data of enrolled beneficiaries to determine whether they continue to meet the necessary GHS Law requirements.

During the re-evaluation process, the Organization sends a re-evaluation notification to the beneficiaries. The re-evaluation notification is being sent to the email address that the beneficiaries have declared in the GHS system. In case the beneficiaries have not set an email address as their preferred communication method, the re-evaluation notification is being sent via post to the home address or the communication address that the beneficiaries have declared in the GHS system.

After the completion of the re-evaluation process, the right of the beneficiaries to receive healthcare services under the GHS can either be renewed or terminated. For the purpose of the re-evaluation process, the beneficiaries are requested to contact the Organization by e-mail at benreevaluation@gesy.org.cy or by post and submit the supporting documents requested by the Organization. The documents are necessary and must be submitted to the Organisation as they provide proof of their eligibility status according to Article 16 of the GHS Law no. 89(Ι)/2001.

Therefore, the beneficiaries are requested within a specified timeframe (the timeframe is specified in the notification) after receiving the re-evaluation notification, to respond and submit the aforementioned documents. The documents submitted electronically, should be scanned and sent in PDF format. Photos/images will not be taken into consideration.

In case the beneficiaries fail to respond or to submit all the requested documents AND the re-evaluation notification within the specified period, the Organization proceeds and issue a relevant decision with regards to the renewal of their right to healthcare under the GHS, based on the data and information that has in possession.

In case the Organization issues a decision for termination of their right, the access to the Beneficiary Record that is kept in the Information System of the GHS will no longer be available.  If they wish to receive a copy of their medical history, they must submit a relevant request to the HIO.

In case of a rejected  beneficiary, who at a later stage meets the requirements of the Law and wishes to request the re-activation of their right, they must submit their request at the email address benreevaluation@gesy.org.cy along with all the relevant supporting documents.

The Organization may proceed automatically (i.e. without following the above procedure) to a decision to terminate the right beneficiaries who are third-country nationals, in cases where it is established through the information received from other competent Departments and Services of the Republic that the necessary requirements of the Law are not met and that the beneficiary does not have a valid residence permit in the Republic of Cyprus.

For the purpose of the optimization of the efficiency and immediacy of the re-evaluation process, beneficiaries are advised to enter their email address into the system and ensure that the contact information they have provided is updated. Beneficiaries who have linked their beneficiary record to their user account can edit their contact information themselves (for information on linking the beneficiary record to the user account, follow the link https://www.gesy.org.cy/el-gr/annualreport/gesy-electronic-form-re-1.pdf). In case they have not linked their beneficiary record to their user account, they can refer to their Personal Doctor to correct/update their details.
